Saudi Arabia has taken one of the biggest steps in the Gulf property market this year. The Law of Real Estate Ownership by Non-Saudis has been in force since 21 January 2026, replacing the earlier framework and allowing foreign individuals and companies to own property in the Kingdom under defined conditions.
How it works
Non-Saudis may acquire property rights within zones designated by the Real Estate General Authority (REGA). Makkah and Madinah remain restricted. Reports describe a limited allowance for residents to own a home outside the designated zones, and broader access for commercial and industrial property.
Details still being clarified
Published reports differ on some points — including how the rules apply in Riyadh and Jeddah and how many residential units an individual may own. Anyone considering a purchase should rely on the official law text and REGA’s published zone map.
What it means for regional investors
For investors already active in the UAE and Egypt, Saudi Arabia adds a large new market to consider for diversification. As with any new framework, careful due diligence on location, title and fees is essential. Wealth Estate can help you assess opportunities across the region.
